Chi Chi La La is a little girl who is addicted to couture. Every week, she takes her skateboard and her allowance and heads down to the Goodwill, where she stocks up on super cool used clothing. The clothes are super cheap, so she takes the rest of her omney to the costume shop, where she buys cool new wigs and makeup. Chi Chi La La has a look all her own.
